Smoking is only permitted in designated areas outside the terminals.
There are no free smoking facilities inside the terminal. OMA lounge though does have smoking facilities, but to access these will cost you $25.
If you don't want to pay then you must enter Mexico and smoke outside terminal then go through Security again for your flight.
