Smoking is only permitted in designated areas outside the terminals.

After arriving / departing / transiting in EWR a couple of times this year I feel I need to update fellow smokers, given that EWR is not the worst airport for smokers although it doesn't offer smoking areas after security.
As with all airports in the US, when in
transit arriving on an international flight you must enter the US
and re-check your baggage, this is usually just after receiving it
and going through customs. After re-checking your baggage you are
just a few meters away from the outside where you'll find your
spaces to smoke.
Arriving on international flights in Terminal
C (no matter whether EWR is your final destination or you're just in
transit) you'll find the outdoor smokers area just to your right
hand after re-checking your baggage, a few meters away from Taxi,
Uber, Lift pickup areas.
Departing from Terminal C just walk inside
and check the estimate security wait times. In the evening - when
most flights to Europe are leaving - you won't find queues longer
than 5-10 minutes. Distances to the gates are pretty short if you
walk in normal speed, so enjoy your smoke outside and walk in just
the minutes you'll need for security before boarding begins. Not
much worse than airports that have smoking lounges after security
but far away from your departure gate.
There are no smoking facilities inside the terminal. You are not allowed to use E-Cigarettes either.
