Norway does not have a full vaping ban, but it enforces some of the strictest e-cigarette controls in Europe, with penalties tied to its Tobacco Control Act. Until 1 July 2026, the import and sale of nicotine containing vapes are prohibited, meaning anyone who brings such products into the country risks confiscation and administrative penalties under the Act's enforcement provisions. After that date, only products approved by the Directorate of Health may be legally sold, creating a tightly regulated market rather than an open one .
Norway also bans flavoured e-liquids (from 1 July 2024), restricts public vaping in nearly all indoor workplaces, public places, and public transport, and prohibits tobacco style advertising and sponsorship, with violations subject to fines and regulatory action . Nicotine free vapes remain legal but are still restricted in public spaces, and retailers face compliance obligations to avoid fines, product seizures, or licence issues if they violate the evolving regulatory framework
