Uruguay enforces one of the strictest anti-vaping regimes in Latin America, with a total ban on the sale, importation, registration, and promotion of all e-cigarettes under Decree 534/009 (2009) and its 2017 amendment, making the entire category illegal nationwide. The country also prohibits the use of e-cigarettes in enclosed public places, aligning them with traditional tobacco restrictions. In 2025, Uruguay further reinstated and strengthened its prohibition by revoking a 2021 decree that had briefly allowed commercialization, reaffirming that vapes and heated tobacco products cannot be imported, sold, advertised, or used indoors, and restoring stricter plain packaging rules. Additional measures announced in 2025 include a specific ban on disposable e-cigarettes, extending the prohibition to their importation, sale, advertising, and even use, reflecting concerns about youth uptake and environmental waste.

Punishment

Although penalties vary depending on enforcement context, violations typically fall under Uruguay's broader tobacco control and consumer protection framework, allowing authorities to seize products, sanction businesses, and enforce administrative penalties.
