Timor-Leste enforces a full national ban on vaping, making it one of the most restrictive countries in Asia regarding e-cigarettes. Under Decree Law No. 14/2016, the sale and import of e-cigarettes are completely prohibited, meaning no business or individual may legally bring vape devices or liquids into the country.

Punishment

Because the law defines smoking to include the use of e-cigarettes, vaping is banned in nearly all indoor public places, workplaces, and public transport, with only narrow exceptions such as hotel rooms and designated smoking areas in certain government or transport facilities. Independent global regulatory trackers confirm that Timor-Leste prohibits importation, sale, online purchase, use, marketing, and all forms of advertising of vaping products, leaving no legal pathway for possession or consumption.
