New Zealand does not have a full vaping ban, but it has recently introduced some of the strictest vape regulations in the world, with major changes rolling out between December 2024 and June 2025. The government amended the Smokefree Environments and Regulated Products Act 1990 to curb youth vaping, introducing heavy penalties, strict retail visibility rules, and—most notably—a complete ban on disposable vapes effective 17 June 2025.

Punishment

From 18 December 2024, fines for selling vapes to minors increased dramatically, reaching $100,000 for corporations and $10,000 for individuals, alongside new infringement fines for prohibited advertising. Retailers must now hide vaping products from public view, with general stores required to keep them under the counter, and specialist vape shops barred from displaying products visible from outside. Online retailers are also prohibited from showing product images. These measures collectively aim to reduce youth access while still allowing adults to purchase refillable pod‑based devices.
