Cambodia banned vaping back in 2014 along with shisha products. Then they banned it again in 2021. 

Cambodia enforces a total national ban on vaping, covering the sale, import, and use of all e-cigarettes under Circular No. 001/14 (2014), a policy repeatedly reaffirmed through 2026. Authorities treat vapes more harshly than traditional tobacco: use in public places is banned, sales are fully illegal, and importation is prohibited, including for personal use. Travelers arriving in Phnom Penh, Siem Reap, or Sihanoukville airports risk confiscation of any vape devices, pods, or e-liquids, and may face fines or other penalties for knowingly bringing them into the country.

Punishment

Enforcement at borders is strict customs officers routinely seize devices detected in luggage though day to day enforcement inside the country varies. The government justifies the ban on grounds of youth protection, public health, and environmental concerns, positioning Cambodia as one of the region's most uncompromising antivaping jurisdictions.
