Smoking before security is only permitted in designated areas outside the terminals.
Update from Victor, May 2023: After you go on the first bag control, on the International side, before the passport control, on the right side there is a courtyard where you can smoke.
Update from Rene, Oct 2021: Three smoking areas ("teras") in total: Left and right of the security checkpoint (near gates 236 and 238 respectively - both have a cafe with snacks inside the terrace area); plus the one mentioned on the CIP floor (next to the CIP security checkpoint and opposite the lounges

Turkish Airlines CIP Lounge. (Accessible only for Turkish airlines’
business class passengers, and Star Alliance gold members)
Update from Victor, May 2023: After passport control and second bags control, through duty free shop, take a right, and beside gate 233 there is a coffee shop. go through it and there is a small glass courtyard. small, smoky, but it serves its purpose when you die for a smoke.
Update from Claire, June 2022: There is at least one smoking area, it is opposite gate 233 behind Cakes and Bakes. Its pretty much just a glass box but good enough.
