There are smoking facilities inside the terminal

Terminal 1 (Domestic)

2024, July update from Rene: Domestic Terminal 1 now also has an IQOS Lounge that allows other vape devices. It's located near Gate 6.

Cebu smoking

Update from John P, December 2022: Just to update Cebu Mactan. The official website says T2 only but the one is T1 domestic is still open .

Terminal 3

2025, October update from Denim W. of Tavale Travel.:There are are two separate rooms airside. One for baling and one for smoking. They are well signed, the smoking room has lighters as they tend to take them away at security.
