Smoking is only permitted in designated areas outside the terminals.
There is at least one smoking area past security, unfortunately it is a lounge.

Terminal A:
Update from Holger, Jan 2020: Due to the nature of the main
airport building (a hexagon with an open space in the
middle), which is terminal A, each gate has its own
check-in-, security- and waiting-area. Smoking is allowed
outside and there are doors opposite of each check-in and
security entrance area. The same applies to terminal B,
which is a small annex to terminal A.
The public area where smoking is permitted is actually the
visitors' terrace for which one has to go through extra
security. |

Gate 89 in section C60-89 for non Schengen Flights

Update, 12th July 2019 from Louis T: No smoking area for flights within EU.
Update, 7th July 2019 from Bianca: There is a beer garden where you can smoke in terminal C at gate 89. This is after passport control for leaving the EU.
Update from Cat, May 2019 (Not confirmed). There is a smoking area at Berlin Tegel terminal C past security. It is not a lounge.
Terminal D:
There is a new smoking area in Berlin-Tegel,
after the security, located in terminal D (Eurowings).
