Before Security smoking is only permitted in designated areas outside the terminals.
Terminal A (North):
There is a smoking room at your disposal without any cost. Confirmation from Angie, 12th March 2017: There is a smoking lounge inside a restaurant, to the left of the gates. There is no fee.
If you continue past the shopping area, there is a Tapas bar on the left that has a large smoking room. Photos below. Only open til 8 or 9 pm.
There are also three smoking lounges toward the A gates. After immigration, turn right, towards the A gates. On the left is a smoking room sponsored by Camel. Photo below.
Lastly, the Salas Carib VIP area has a 24 hour
smoking room, but you must have a membership in one of their (many)
programs, or pay for a day pass.

Terminal B (South):
There seems to be no smoking facilities inside the South terminal.
For connecting flights you may need to enter the Dominican Republic and smoke outside the terminal then go through Security again for your flight.
